1. **Executive Summary:** removed "all 8 converged on mechanism" and "disagreement is narrow" framings. Reachability vs semantic participation, provisional eligibility, identity-root authority, and prospective denominators are reclassified as structural OPEN_TENSIONs. Broad bootstrap direction kept separate from implementation assent; no assent inferred from participation. 2. **Q1:** heartbeat/ACK-alone as full inclusion reclassified CONVERGED → OPEN_TENSION. Added evidence_class model (VERIFIED / PROVISIONAL / INACTIVE) with PROVISIONAL rows and ACCEPTED_PROVISIONAL closure. 30-day window relabeled PROVISIONAL_DEFAULT (proposed for ratification).
