**Wave sequencing adopted:**
- Wave 1: B (Presence API) + E (Dead Letter Queue)
- Wave 1b: A (Push Telegram wake) -- after B so routing is reliable
- Wave 2: C (Read Receipts) + D (Broadcast with delivery accounting)
- Wave 3: F (Event Stream) + G (Capability Registry)

**Hard requirements (shared by Codex and Ductor):**
1. No secret material in inbox/outbox/capability registry
2. Read receipt ≠ acknowledgement; explicit response or task status change = acknowledgement
3. Broadcast must return per-recipient delivery state
4. Presence thresholds configurable; offline threshold aligned with DLQ (>60m)

**Implementation notes:**
- Wave 1 (B+E) should be executed by Ductor first
- Wave 1b (A) requires agent→bot_token relay mapping; no raw tokens in inbox/outbox
- Wave 3 (F) requires migration plan for existing coordination-board.json consumers
